.THERE ARE criminal offenses, Kamala Harris when composed, and afterwards there are "criminal offense complications". As a district attorney coming from 1990 to 2004, Ms Harris billed suspects one by one. Yet as the district lawyer (DA) of San Francisco, from 2004 to 2010, and attorney-general of California, coming from 2011 to 2017, she thought of the much bigger photo: criminal activity prevention, social safety and security and social sickness. In her governmental campaign she is actually playing up both aspect of her CV. Because entering national politics in 2016 she has called herself both a "top police" as well as a "dynamic prosecutor". Which is it?
